CBP Searched a Record Number of Phones at the US Border Over the Past Year

By Eric October 30, 2025

In the 2024 fiscal year, US Customs and Border Protection (CBP) reported a significant 17 percent increase in the total number of device searches conducted at the border. This surge reflects the growing trend of border authorities examining travelers’ electronic devices, including smartphones and laptops, as part of their efforts to enforce immigration and customs laws. The uptick in searches can be attributed to heightened security measures and a renewed focus on countering potential threats, including terrorism and human trafficking, as well as the increasing prevalence of digital data in our daily lives. With more travelers crossing borders and the expansion of global travel, CBP is ramping up its scrutiny of electronic devices to ensure compliance with U.S. laws and regulations.

Despite the overall increase in device searches, it is noteworthy that the more invasive forensic searches—where devices are physically examined or analyzed in-depth—remain relatively rare. Forensic searches, which can involve extracting and analyzing data from a device, are often reserved for cases where authorities suspect serious criminal activity or threats. In the fiscal year 2024, these forensic searches represented a small fraction of the total device searches, indicating a careful balance by CBP between security measures and the privacy rights of travelers. This distinction is crucial, as it highlights the ongoing debate surrounding digital privacy and the rights of individuals when crossing international borders. Travelers are increasingly aware of their digital privacy rights, and the rarity of forensic searches may suggest that CBP is exercising discretion in its approach, focusing on intelligence-led operations rather than blanket invasions of privacy.

As the landscape of border security continues to evolve, the implications of these search practices are significant. The increase in device searches raises questions about the extent of governmental oversight and the potential for abuse of power, particularly in an age where personal data is both sensitive and integral to individual privacy. Advocacy groups have raised concerns about the lack of transparency and accountability in the process, urging for clearer guidelines and protections for travelers. As the CBP navigates the complexities of national security and individual rights, the balance between effective law enforcement and the preservation of civil liberties remains a critical and ongoing conversation.
