Saudi Arabia’s Push For AI Remains A Challenge

By Eric November 26, 2025

Saudi Arabia is setting its sights on becoming a significant contender in the global artificial intelligence (AI) and data infrastructure landscape, a domain currently dominated by powerhouses like China and the United States. With its Vision 2030 initiative, the Kingdom is strategically positioning itself to diversify its economy away from oil dependency and invest heavily in technology sectors, particularly AI. This ambition is underscored by substantial financial commitments, including a $20 billion investment in the National Industrial Development and Logistics Program, which aims to bolster the country’s technological capabilities.

To achieve its goals, Saudi Arabia is not only focusing on developing its domestic AI capabilities but is also actively fostering international partnerships. The Kingdom has already established collaborations with leading tech firms and research institutions across the globe, seeking to harness expertise and innovation. For instance, the Saudi Data and Artificial Intelligence Authority (SDAIA) has been pivotal in driving national AI strategies, emphasizing the importance of data governance and ethical AI practices. Furthermore, the Kingdom hosted the Global AI Summit, attracting global leaders and innovators to discuss the future of AI and its applications, thereby positioning itself as a hub for AI dialogue and development.

In addition to investments and partnerships, Saudi Arabia is also investing in education and workforce development to ensure a skilled labor force capable of supporting its AI ambitions. Initiatives aimed at integrating AI into various sectors, such as healthcare, energy, and finance, are being prioritized to drive economic growth and improve public services. As the Kingdom embarks on this transformative journey, it faces challenges, including competition from established AI leaders and the need to create a robust regulatory framework that fosters innovation while addressing ethical concerns. Nonetheless, Saudi Arabia’s determination to carve out a niche in the AI arena signals a significant shift in its economic strategy, with the potential to reshape its future in the global technology landscape.

Saudi Arabia, which currently lags behind AI field leaders China and the U.S., aims to become a major player in the global AI and data infrastructure race.
