Trump’s 28-point Ukraine plan in full: What it means, could it work?

By Eric November 21, 2025

In a significant diplomatic development, a US-brokered proposal has emerged that calls for Ukraine to make critical territorial concessions to Russia while also committing to remain outside of NATO. This proposal comes amid ongoing tensions and conflict in the region, as Ukraine continues to grapple with the repercussions of Russia’s annexation of Crimea in 2014 and the ongoing war in Eastern Ukraine. The proposal aims to pave the way for a potential ceasefire and a diplomatic resolution to the conflict, which has resulted in thousands of deaths and widespread displacement.

The key elements of the proposal suggest that Ukraine would need to recognize certain territorial losses, which could include parts of the Donbas region and possibly Crimea, in exchange for a cessation of hostilities and a guarantee of security from other nations. This aspect of the proposal has sparked significant debate within Ukraine and among its allies, as many view it as a capitulation to Russian aggression. Critics argue that conceding territory would undermine Ukraine’s sovereignty and embolden further Russian expansionism. Additionally, the stipulation for Ukraine to remain outside of NATO raises concerns about the country’s long-term security and defense capabilities, especially given the alliance’s role in countering Russian influence in Eastern Europe.

Supporters of the proposal argue that it could be a necessary step towards achieving lasting peace in the region. They contend that the ongoing conflict has resulted in immense humanitarian crises, and a negotiated settlement could provide a framework for rebuilding and stabilizing Ukraine. However, the proposal’s acceptance hinges on the willingness of both Ukraine and Russia to engage in constructive dialogue, which has proven challenging given the historical animosities and mistrust between the two nations. As the situation continues to evolve, the international community is closely monitoring these developments, weighing the implications for regional security and the future of NATO’s relationship with Ukraine.

The US-brokered proposal requires Kyiv to make territorial concessions to Russia and to stay out of NATO.
