Bogged down in Ukraine, Russia is meddling elsewhere

By Eric November 20, 2025

In recent developments, experts are warning that Russia’s “grey-zone” provocations in Northern Europe are expected to escalate in the coming year. This term refers to a range of ambiguous, often deniable actions that fall short of outright warfare but are designed to sow discord, exert influence, and test the resolve of nations. These provocations can include disinformation campaigns, cyberattacks, and military maneuvers that create uncertainty and instability in the region. As geopolitical tensions rise, particularly in light of Russia’s ongoing conflict with Ukraine, Northern European countries are bracing for an increase in these types of activities, which could undermine security and provoke a response from NATO and other regional actors.

One significant example of Russia’s grey-zone tactics has been its increased military presence in the Baltic Sea and Arctic regions. This includes frequent naval exercises, airspace incursions, and the deployment of advanced military assets near NATO member states. In addition, cyber operations targeting critical infrastructure and governmental institutions have become more common, with several countries reporting incidents linked to Russian hackers. The Baltic states, in particular, have been on high alert, as they are geographically close to Russia and have historically faced intimidation tactics from the Kremlin. With the potential for heightened military activities and disinformation campaigns, these nations are enhancing their defense strategies and fostering closer ties with NATO allies to counteract the looming threats.

As the situation evolves, analysts emphasize the need for a cohesive response from Western nations. Strengthening collective defense measures, increasing military readiness, and investing in cyber defense capabilities are crucial steps that NATO must take to deter Russian aggression. Moreover, fostering resilience within societies to combat disinformation and misinformation campaigns is equally important. With the stakes higher than ever, the coming year could see a significant shift in the security landscape of Northern Europe, necessitating vigilance and proactive measures from all nations involved.
