‘Utter hypocrisy’: tobacco firm lobbied against rules in Africa that are law in UK

By Eric November 15, 2025

In a striking revelation, British American Tobacco (BAT) has come under fire for its lobbying efforts in Zambia, urging government officials to either drop or postpone proposed tobacco control measures that are already stringent in the UK. A letter obtained by the Guardian highlights BAT’s attempts to influence Zambian ministers against implementing bans on tobacco advertising, health warnings, and restrictions on flavored tobacco products. This move has sparked outrage among public health advocates who accuse the company of “utter hypocrisy,” given its compliance with similar regulations in its home country.

The letter from BAT’s Zambian subsidiary reflects a broader strategy by tobacco companies to resist regulations that could impact their profits in emerging markets. While the UK has enacted robust tobacco control policies, including comprehensive advertising bans and graphic health warnings, BAT’s actions in Zambia suggest a double standard. The company argues that such regulations could hinder the tobacco industry’s economic contributions to the Zambian economy, including job creation and tax revenue. However, critics contend that these arguments mask the health risks associated with tobacco use, particularly in developing nations where public health systems are often ill-equipped to handle the consequences of tobacco-related diseases.

This controversy is emblematic of a larger global trend where tobacco companies exploit regulatory disparities between developed and developing countries. Health experts warn that delaying or diluting tobacco control measures in Zambia could exacerbate the public health crisis in a country already grappling with high rates of smoking-related illnesses. As Zambia seeks to balance economic interests with the health of its citizens, the pressure from BAT raises critical questions about corporate influence over public health policy and the ethical responsibilities of multinational corporations in promoting health and well-being in vulnerable populations. The situation underscores the need for stronger international cooperation and commitment to tobacco control, ensuring that public health takes precedence over corporate profit.
