Bogged down in Ukraine, Russia is meddling elsewhere

By Eric November 22, 2025

In recent years, the concept of “grey-zone” provocations has become increasingly relevant in discussions about geopolitical tensions, particularly concerning northern Europe. This term refers to actions that fall between conventional warfare and peaceful statecraft, often involving tactics such as disinformation campaigns, cyberattacks, and the use of proxy forces. Analysts predict that these provocations will intensify in the coming year, particularly as nations like Russia seek to test the resolve of NATO and its allies. The Baltic states, which are geographically close to Russia, remain on high alert due to their historical experiences with Russian aggression and the ongoing military build-up in the region.

One prominent example of grey-zone tactics is the use of cyber operations and misinformation campaigns to destabilize nations without direct military confrontation. In 2022, several Baltic nations experienced a surge in cyberattacks attributed to Russian state-sponsored hackers. These attacks have targeted critical infrastructure, financial systems, and government institutions, aiming to create chaos and undermine public trust. As tensions rise, NATO has increased its presence in the region, conducting military exercises and reinforcing its commitment to collective defense. However, the challenge remains in countering these non-traditional threats, as they often leave countries vulnerable and unable to respond effectively within the framework of conventional military alliances.

Looking ahead, experts warn that the situation in northern Europe may become even more precarious as geopolitical rivalries deepen. Russia’s ambitions in the Arctic and its ongoing military maneuvers in Ukraine signal a willingness to engage in grey-zone tactics to achieve its strategic goals. As countries like Finland and Sweden move closer to NATO membership, the potential for increased provocations is likely to rise, with Russia potentially ramping up its efforts to exploit divisions within the alliance. The coming year will be crucial for northern Europe, as nations must navigate this complex landscape of hybrid threats while reinforcing their defenses and maintaining unity in the face of external pressures.
