F.C.C. Changes Course on the Price of Prisoners’ Phone Calls

By Eric November 16, 2025

In recent years, the landscape of incarceration in the United States has undergone a significant transformation with the introduction of personal tablets for prisoners. These devices, often provided by private companies, are designed to enhance communication, education, and rehabilitation opportunities for inmates. As corrections facilities increasingly adopt this technology, the implications for prison life and inmate rehabilitation are becoming more apparent. The availability of tablets allows inmates to connect with their families through video calls, access educational materials, and even engage in recreational activities, thereby mitigating the isolation that often accompanies prison life.

One of the key players in this shift is the company GTL, which has developed a tablet known as the “GTL ConnectNetwork.” This device not only allows inmates to send emails and make phone calls but also provides access to a library of educational content, including courses that can help inmates earn their GED or learn new skills. For example, a study conducted in several facilities found that inmates who participated in educational programs via these tablets showed lower recidivism rates compared to those who did not have access to such resources. Furthermore, the tablets are often equipped with features that allow inmates to purchase music, games, and other forms of entertainment, which can help reduce stress and improve mental well-being during incarceration.

However, the introduction of personal tablets also raises concerns about privacy, security, and the commercialization of prison life. Critics argue that while these devices can enhance inmates’ lives, they also come with significant costs, often passed on to the families of inmates through fees for services like video calls and email. This raises ethical questions about the profit motives of private companies involved in the prison system. Additionally, there are concerns about the potential for misuse of technology, including the possibility of inmates accessing contraband or engaging in illegal activities. As the debate continues, the growing prevalence of personal tablets in American prisons highlights the ongoing struggle to balance rehabilitation and security within the correctional system.

Personal tablets have become common for American prisoners.
