The Trump administration is undermining American soft power

By Eric November 13, 2025

In recent years, the policies surrounding foreign students in the United States have come under scrutiny, with many experts arguing that current regulations are detrimental to American universities. The influx of international students has historically been a significant boon to the U.S. higher education system, contributing not only to the academic environment but also to the economy. Foreign students often pay full tuition, which helps fund university programs and infrastructure. However, recent shifts in immigration and education policies have created an increasingly hostile environment for these students, leading to a decline in enrollment numbers and a potential loss of cultural and intellectual diversity on campuses.

For instance, stricter visa regulations and heightened scrutiny during the application process have made it more challenging for potential international students to gain admission to U.S. universities. This has been exacerbated by the COVID-19 pandemic, which saw a significant drop in international student enrollment due to travel restrictions and health concerns. According to the Institute of International Education, there was a 43% decrease in new international student enrollments during the 2020-2021 academic year. As universities struggle to maintain their financial stability and global standing, the decline in foreign student numbers could lead to budget cuts, program reductions, and a less vibrant campus life.

Moreover, the negative perception of the U.S. as a welcoming destination for international students has grown. Policies perceived as exclusionary or discriminatory can deter prospective students from choosing American institutions. For example, recent rhetoric surrounding immigration and national security has contributed to a climate of uncertainty, making students from countries like China and India reconsider their educational aspirations in the U.S. As universities grapple with these challenges, many are advocating for policy changes to create a more inclusive and supportive environment for international students, recognizing their invaluable contributions to academia and society at large. Without these changes, the long-term impacts on American higher education could be profound, potentially diminishing its global leadership and innovation.
