Is the US government shutdown over, and why did it happen?

By Eric November 12, 2025

As the U.S. government faces a potential shutdown, the urgency for a budget resolution has reached a critical point. Lawmakers are racing against the clock to finalize a budget that can pass through Congress. However, even if a budget agreement is swiftly reached, experts warn that the actual process of reopening the government could take several days. This delay is primarily due to the logistical challenges involved in reinstating federal operations and ensuring that all government services resume smoothly.

When the government shuts down, a significant portion of the federal workforce is furloughed, and many services are halted. Reopening entails not only bringing employees back to work but also addressing the myriad of services that were disrupted. For instance, agencies like the Internal Revenue Service (IRS) and the Department of Veterans Affairs (VA) need to reestablish their operations, which can involve complex coordination and communication efforts. Additionally, contractors and service providers who rely on government contracts may also face delays in resuming their work, further complicating the reopening process.

Moreover, the implications of a government shutdown extend beyond immediate inconveniences. Federal employees may experience financial strain during furloughs, and public services like national parks, federal courts, and research institutions face interruptions that could have long-lasting effects. For example, during previous shutdowns, critical research projects were delayed, and public services were inaccessible, underscoring the broader impact of such political stalemates. Therefore, while the passage of a budget is a crucial step towards normalcy, the aftermath of a shutdown reveals the intricate web of dependencies that must be navigated to fully restore government operations.

Even if the budget swiftly clears Congress, it will still take days to reopen the government.
